The bill (Reg. No. 11070) is aimed at optimization of the procedure of issuing special permits for using subsurface resources of national importance by assigning approval of motions into the competence of local state administrations instead of regional ones, and Kyiv and Sevastopol City Administrations.

Members of the Committee believe that the proposed bill is inconsistent with the article 140 of the Constitution of Ukraine.
